LEAVE THE LIGHTS ON
The Kansas City Power & Light District has commissioned a special photo shoot to photograph its nine city blocks and Downtown on Wednesday and Thursday of this week. Please “leave the lights on” in your offices and buildings for those two evenings, so that they can capture a beautiful Downtown Kansas City skyline in the images. The photo shoot should conclude each evening by 9 p.m. The areas would include the River Market to Union Station.

Mission TUF Update
The most recent news is that as of June 20th the National Federation of Independent Businesses (NFIB) filed their amicus brief in support of the plaintiffs. This is in addition to earlier amicus filings by the KS Attorney General and the Kansas Association of Realtors. The KS Supreme Court should now be close to having all briefs on file, which usually leads to a projected docketing date.
Meanwhile, as a result of the Court of Appeals ruling in our favor, Mission removed the TUF from the 2015 property tax bill, and offset the revenue shortfall with an increase in the property tax mill levy. Property owners now have the ability to appeal the tax assessment, where no such appeal opportunity exists under the TUF assessment. That said, the most important aspect of the unsettled case remains placing limitations on municipal home rule taxing powers without a public vote. Beginning in 2018, the recently enacted "property tax lid" will become effective, which will force more public scrutiny over arbitrary increases in the mill levy to cover municipal basic services budget shortfalls.
